Why is my student given the easiest story (WAT 005) for comprehension if they assessed much higher?

If a student misses either WAT 002 or WAT 004, this sets their baseline with the comprehension stories aligned with these lists (WAT 005).

The teacher is always welcome to change the story to match their next lowest list. 
It is important to remember that in 95 RAP, the Comprehension component is a chance for the student to practice the phonics rule they're working on in a connected text and not a time for grade-level work.
